Аннотация
This article explores the pedagogical potential of socio-cultural competence development in pre-conscription military education students and proposes an innovative pedagogical system for its formation in higher education. The relevance of the study is determined by the growing need to prepare future teachers and organizers of pre-conscription military training not only as technically competent specialists, but also as socially responsible, culturally aware, communicatively mature, and ethically stable individuals. In the context of contemporary educational modernization, socio-cultural competence should be understood as an integrative quality that combines civic consciousness, intercultural sensitivity, legal culture, moral responsibility, teamwork, and adaptive communication. Recent reforms in Uzbekistan have strengthened the institutional basis of pre-conscription training through updated organizational regulations, expanded preparation pathways, teacher retraining mechanisms, and broader state attention to military-patriotic education and educational quality.
The article uses a systems approach, competency-based approach, axiological approach, and activity-based pedagogy to construct an original pedagogical model. The proposed system includes five interconnected blocks: target, content, procedural, environmental, and evaluative. Special emphasis is placed on dialogic learning, scenario-based instruction, project work, reflective practice, digital pedagogy, and national-cultural content. The study argues that socio-cultural competence in pre-conscription military education should be developed not as an auxiliary element, but as a central outcome of professional training. The article concludes that the effectiveness of this process depends on the integration of military-patriotic education, civic values, intercultural dialogue, and innovative teaching technologies into one coherent pedagogical system.
